In Bangladesh headlines are dominated by violence: Secular bloggers murdered by islamic extremists, government opponents disappear, the Hindu minority is under attack. The country that wants to reconcile democracy and Islam appears to be finding it harder and harder to strike a balance between the two. Bangladesh was born in blood. The Bangladeshi government claims some three million people were killed during the 1971 war of liberation, though independent figures vary greatly. While Pakistan has remained an Islamic republic, Bangladesh made secularism a founding principle in the republic’s constitution. But conflict between Islamist and secular forces has plagued the country since its formation - and has a major impact on how it is perceived abroad. Annual economic growth has been at well over five percent for a decade; inward investment is flowing. Bangladesh is one of the world’s leading producers of garments and textiles. The government in Dhaka is keen to attract foreign cash. That fixation with inward investment also helps explain the refusal on the part of the political elite to recognize the growth of violent Islamism in the country. In 2016, Bangladesh experienced its worst terrorist attack to date. In Dhaka in the heart of the capital’s diplomatic quarter, terrorists murdered 20 people they’d taken hostage in a popular café, among them 18 foreigners. So-called Islamic State claimed responsibility for the attack in Dhaka, but the Bangladeshi government continues to deny that there are IS or Al-Qaeda cells in the country. The political landscape of the country is currently shaped by the personal animosity between the two most powerful women in Bangladesh: Sheikh Hasina, who heads the Awami League, and Khaleda Zia from the Bangladesh Nationalist Party. When one of them holds the reins of power, the other regularly does all she can to bring government grinding to a halt by having the opposition dig in its heels. In a further twist to this tale Khaleda Zia was sentenced to five years in jail early February 2018, charged with misusing charitable funds. Khaleda Zia is also currently barred from taking part in parliamentary polls. The daughter of the country’s founding father Sheikh Mujibur Rahman, Sheikh Hasina has led the Bangladeshi government since 2009. She views herself as a mediator between secular and Islamist forces. But the brutal murder of bloggers critical of religion and the continuing restriction of democratic freedoms show how this balancing act is teetering - and could soon tip into disaster. African nations have a growing problem - countries across the continent are facing attacks by Islamist-inspired insurgents. The so-called Islamic State may have lost influence in Syria and Iraq - but now it's claiming vast territory across Africa, expanding and strengthening its influence together with affiliated armed groups. Video footage purports to show Boko Haram fighters pledging allegiance to the Islamic State in West Africa Province. If genuine it would herald a disturbing development for Nigerian security forces. For years the two militias have been fighting each other. That came to a head last month when notorious Boko Haram leader Abubakar Shekau reportedly killed himself in a battle with IS fighters. It has fueled fears that the so-called Islamic State is consolidating control of the insurgency in northeastern Nigeria. That's at the heart of a string of conflicts involving various extremist groups from Mauritania to Chad. Now there are warnings IS activity is growing in the horn of Africa and northern Mozambique. They came as the global coalition against IS met in Rome to discuss the resurfacing of the terror group, sometimes called Daesh. The Italian foreign minister wants to sharpen the focus on the continent. At the end of the first in-person meeting in two years, the global coalition added three new African countries to their ranks. And these propaganda images of former foes burying the hatchet in Nigeria only serve to underline the urgency of the situation. We've waited more than three years for a review into the Government's anti-terror programme and its findings are that it is not living up to its name. (12 Oct 2018) Hundreds of supporters from an extremist Islamist party have rallied on Friday across Pakistan to pressure judges to uphold a death sentence for a Christian woman convicted of blasphemy. Asia Bibi has been on death row since 2010 after she was convicted of insulting Islam's Prophet Muhammad. Activists from the Tehreek-e-Labbaik party were seen chanting,"the only punishment for someone who insults Prophet Muhammad is death", as they marched through the streets of Karachi and Islamabad on Friday. Pakistan's Supreme Court earlier this week postponed ruling on her final appeal and her lawyers are hopeful of an acquittal arguing she was falsely accused. That has angered Islamists who want her to be publicly hanged. Bibi's first appeal was dismissed by a Lahore High Court in 2014, but the Supreme Court stayed her execution in 2015. Dr. Asim Qureshi presents on essay, ‘The Case against Islamism’ (2022), with responses from Dr. Shadi Hamid, Dr. Khadijah Elshayyal, and Dr. Usaama Al-Azami. In his essay, Dr. Qureshi seeks to problematize the concept of ‘Islamism’ by highlighting its colonial origins and its usage as a euphemism for Muslims who were seditious to colonial interests. He focuses on the ways in which ‘pan-Islamism’ (and ‘Islamism’ in a contemporary context) has been securitized to the extent that it signifies little more than the notion of a Muslim threat to European political and colonial ambitions. He argues that the use of the word ‘Islamism’ produces a false political dichotomy, which allows the use of religious discourse in order to maintain the status quo of despotic nation states but casts the use of religious discourse to conceive of alternative realities as not only politically seditious, but religiously heretical. Dr. Asim Qureshi is Research Director at the advocacy group CAGE. He graduated in Law and read for a PhD in International Conflict Analysis. He is author of Rules of the Game: Detention, Deportation, Disappearance (2009), A Virtue of Disobedience (2018), and I Refuse to Condemn: Resisting Racism in Times of National Security (2020). Dr. Qureshi will present a shorter paper summarising his essay, followed by three responses by Dr. Shadi Hamid (Senior fellow, Center for Middle East Policy, Brookings Institute and Assistant Research Professor of Islamic studies, Fuller Seminary), Dr. Khadijah ElShayyal (Associate Fellow, Centre for the Study of Islam, University of Edinburgh), and Dr. Usaama Al-Azami (Departmental Lecturer in Contemporary Islamic Studies, University of Oxford).
